Porcelain ?. The pieces are 1.5/2/2.5/3 and 4” in height. The box is 9x4.5x2.5. Due to age of the art there are breaks in 2 hats, 2 horses ears are broken as is the tip of one of the 1.5” ones. Bought at an estate sale.
